1) EDITORIAL
The members of the Orange County Chapter of the IEEE Computer
Society are proud of the dedication and invaluable contributions of time
and energy of our volunteers. This month we are taking steps to enhance
our activity by arranging a mini-workshop. Please read the special report
section of this newsletter covering this. You can contribute to the Workshop's
success by active participation. We also encourage your suggestion and
ideas about future seminar or technical activities which will benefit our
society members.
Please feel free to send or forward your ideas and comments.

2) February Highlights - Letter from the OCCS Vice Chair

OCCS FEBRUARY PRESENTATION
The February Computer Society presentation was another
triumph for Dwight Borses. He delivered a superb graphics
based presentation, covering both introductory information
about imaging technology as well as discussing the State of
the Art of CMOS imaging sensors. Bravo, Dwight.
We were crowded again. Members are reminded to RSVP,
even if you are skipping dinner, to ensure that we have a big
enough hall and enough seats for all our attendees. Six RSVP's
were no-shows, so your Chapter had to pay for those dinners.

IEEE ORANGE COUNTY MEETING HALL
Your IEEE Section is looking for a Home. We are exploring the adoption
of a Section Office/Meeting Hall. We hope to find an angel (successful
OC organization with excess space) to donate office space and maybe
meeting room space (400 - 2000 sq-ft) for the Orange County IEEE
Section and its Chapters. Let us know if your company may have extra
floor space, or would be interested in making such a contribution to
your IEEE. Benefits include non-profit tax incentives, visibility, name
recognition, and access to an exceptional high-tech labor pool.

ABSTRACT
Michael Scharf will provide information for the Entrepreneur on how to
find and use the financial and other resources of Orange County, to
create a successful new business. Mr. Scharf will discuss the current
(2003) funding environment, it's not as bleak as you might think. In
addition to the traditional funding sources, Venture Capitalists, and
angel investors, Michael will discuss alternative funding sources.
These sources include direct and indirect government grants,
alliances with large companies, and other private investors.
Our presentation will conclude with a discussion of how to prepare
yourself, and your business idea for presentation to investors. Bring
paper and a pen, as you'll get a chance to pitch your own business
ideas to Michael and the audience. The audience will take away an
understanding of the current funding market, knowledge of the Orange
County and Southern California resources useful to launch new ventures,
and the four key questions every successful new business needs to answer.
Michael Scharf's introduction about funding your own startup was so
well received last August, that the Society felt it should bring him back
to tell us in greater detail, about the resources available to an Orange
County startup.
BIOGRAPHY
Michael Scharf earned his MBA at California State University (Northridge),
and his undergraduate degree from Northwestern University. He has
developed and taught workshops and programs on strategic planning,
online marketing and direct marketing.

executive development practice. With 25 years of experience growing
companies, Michael has developed and shared this vision with executives
and entrepreneurs in a variety of industries around the world. Today,
Michael works with experienced and new business leaders to coach them
towards their goals.
Prior to launching his six year old company, Results Network, Inc., Michael
was a marketing executive at a number of high-tech and financial services
companies. His experience included the launch of a number of new ventures
as well as extensive turnaround work.

5) Special Report - "OCCS Considers Hosting Software Workshop"

The Computer Society Chapter is considering hosting a workshop devoted
to current software technology, particularly open source software. The
workshop might be a single full-day event or it might be a series of
evening events. We would hope the workshop could be held sometime before
the end of this summer. Some possible topics which have been suggested are:
- LAMP (Linux, Apache, MySQL, and {Perl, Python, PHP}, a combination
widely used for Web-based applications
- Collaboration software. Tools which permit cooperative software
development by multiple persons not located at the same place.
The goal of the workshop would be to provide participants with sufficient
understanding of the technologies to know when it might be appropriate to
use them. It may also be possible to provide an introduction suitable for
beginning to develop projects using the technology.
Holding any sort of workshop will require a large number of volunteers.
We will hold an organizational meeting of those interested in helping
with this project on Wednesday, March 19, at 7 PM. The location of the
meeting is Kaplan's Deli at the southwest corner of Harbor Boulevard and
the San Diego Freeway (405), phone 714 557 6611. We won't have food
service during the meeting, but you can bring food in from the dining room;
if you want to eat, please arrive early.
